     3        A.  I do not know.  I would have to look at the difference
     4        between the figures.

     6   Q.   I would have thought that if it is only the HSE, it would
     7        be, if anything, bound to be lower.
     8        A.  Well, probably not, my Lord, because a lot of the local
     9        authority premises are comparative low risk premises
    10        compared with the HSE ones which are all manufacturing
    11        industries.

    13   Q.   But if this is all authorities, it must include the HSE?
    14        A.  Yes, indeed, yes, indeed.

    16   Q.   So these figures could not be less than the HSE only
    17        reporting, could they?
    18        A.  Well, per 1,000 they would be because they include low
    19        risk premises which are enforced by local authorities,
    20        whereas if you take the figures purely and simply
         administered by the HSE, they are manufacturing factories
    22        which tend to have a higher accident rate.

    24   Q.   But with McDonald's we are concerned with local
    25        authorities?
    26        A.  Yes, indeed.  If you remember, the question was one of
    27        comparison yesterday with the food industry generally.  We
    28        were looking at different, if you like, rates of danger in
    29        different types of premises.  That was where the comparison
    30        was made.

    33        my transcript here, unfortunately -- the figure of 31 per
    34        1,000 was for food manufacturing ---
