You've probably figured it out, but here it is anyway: They are scared shitless of being sued. It's alleged that an internal temperature of 165 degrees (F) is necessary to kill food-borne pathogens. Your bloody burger could make you quite ill, and you could sue for damages.

However, in some of our 50 states, there is a statute protecting restaurants from such suits. Specifically, if you order a rare burger, steak, whatever, you assume responsibility for any illness it may bring. However, I don't see how it would hold up in court; without forcing the customer to sign something to that effect, you could always claim you ordered your burger cinged, not rare.
