Another suggestion, less violent

SDF: It's possible that NATO could end this conflict, though with considerably more bloodshed than an application of this idea would have had before the bombing attacks had begun of course, by offering significant financial awards and police support to Serb army deserters and Serb anti-Milosevic dissidents. There are plenty of them, BTW. Of course, now that the bombing has begun, Milosevic is "their scumbag."
