1:People, realising that the heavy tabboos laid on such substances, believe that all the advice given them about all others is wrong, and thus move on.
2:People who ahve to buy a dirt cheap drug off blackmarket sources come into contact with other forms of drugs, that ae much more profitable for the blackmarketeers to push.
