My opinion on the matter.

I am from Suffolk County, NY, where the whole suburban western part of the county has one big police department (almost 3,000 officers)that patrol the western and central part of Suffolk county, population 1.2 million, however the rural, eastern part of Suffolk county is patroled by smaller local police departments. So almost everywhere you go in the county you are still in the same police departmants juristiction.

Now lets take Monroe County, Pennsylvania, about an hour west of NYC. Every township in this county has thier own, small,local police department, but all the townships are now combining thier police forces to create one area police department, instead of having a bunch of smaller ones. The one big police department is much better because
1) it saves taxpayers money
2) one big police department can get newer sophisticated equipment that smaller departments cannot afford.
3)It is much easier for officers to communicate with each other and help each other to fight crime when they are all in the same police department than if they were totally different.

So regionalization of police, good. Now what if EU members were to join forces and create one big army? Well, the benefits would be the same as the police departments teaming up to be one. However, even though EU countries might have a lot in common, in my opinion, I do not think it would be a good idea for them to create one big army because those 15 countries all have thier own constitutions and thier own presidents. That would be like the USA Canada and Mexico creating an army together. It would be chaos. Besides some countries don't need as much of an army as others. Peaceful,neutral countries such as Switzerland and Ireland don't need as much protection from enemies as the less neutral, more internationally involved "can't mind thier own business" type of countries like the USA, Great Britian etc...
