I believe that it also depends on what kind of phone you are calling from. Just this past weekend I called my parents in Pennsylvania from Long Island. I was at my friends house and I didn't want to make a long distance call on thier phone so I used my card. The recording told me I had 20 minutes left. I was only on the phone 1 or 2 minutes at the most. The next day I called them from a pay phone at a gas station to let them know I'm on my way home to see them and the recording told me I had 13 minutes to make the call. The only explanation I can think of is that since pay phones are more expensive they use up more minutes or units, than a regular phone. And depending on who owns the pay phone, some of them are more costly than others.
