Drug Policy in the Netherlands

this may be a shot in the dark, but i need a little help here.

i'm attempting to write a research paper on the Dutch drug policy. The big questions I'm asking here are : What makes the Dutch policy Dutch (i.e. why are the Dutch so tolerant?) What exactly is their policy? (i have found so far that it doesn't differ that much from the policies of their neighbors, but how it is enforced--or rather not enforced--is where the difference lies. why?) what are the underlying factors that contributed to the rise of of post war drug culture in europe, and how did this change society (good and bad)? how successful has this policy been? why? for contrast, i'm going to put the drug policies of the Netherlands and the US next to each other and see what i can come up with.

i have been very surprised to find out that very little has been written on the Dutch policy in english. you'd think that with the growing decriminalization debate brewing, that proponents for decriminalization would point to the Netherlands as a model, but that hasn't been the case.

or maybe i'm overlooking something...

can y'all point me to a few sources (preferably in english. i read only a little dutch right now) that'll help me with my research? y'all can respond to this here or send me an e-mail.
