The age of the Nuclear Powers is over - communism collapsed for ten years ago - there is no real risk of Nuclear war of any kind. (I can't believe Pakistan could afford starting one). It was ideal time for USA to ratify the treaty - everyone would have considered the States to be a peaceloving-and sharing nation once more. (at least the Americans want to believe that, sorry Mike)

I cannot understand the thinking - what was behind the decicion of not signing the treaty? Does the senate see some threath in the future? is it afraid that the USA could not obey the agreement?

After the second WW USA took the lead - she want's to show the way. And being the most powerful country in the world (I would say), she sure should have signed the treaty no matter how rediculous the contents of the agreement and how much real meaning the agreement would have had.
