McPlate Feast Please: Disposables v Reusables

In Newcastle, Australia, we're engaged in a dispute with McDonald's over an application to extend one of their restaurants, to which the local council (Newcastle) has attached a condition that McDs can only use non-disposable dishes and utensils for their dine-in customers.

McDs have applied to the council to remove this condition of consent from their development approval, and the matter has attracted national media attention.

We've referred generally to instances in Germany where, apparently in response to local taxes on one-way containers, McD's have switched to using some non-disposables. However, we don't have any specific information about this German initiative. Can anyone help? We'd like to know the extent to which such initiatives have influenced the operations of McDs, and anywhere else in the world where McDs have adopted (or have been forced to adopt) non-disposables.
