Isn't "productivity" subjective? I think this is the ultimate failure of socialistic tendencies; that there is a supposed consensus on what it means to be productive. Would you reward productive thieves? How about non-productive thieves. There would have to be global acceptance of a particular definition of productivity; which will never happen.
