Ah, you are from that line of Socialist thought that originated with Saint Simon that believes in the benevolence of enlightened 'Socialist' Elites and 'Great/Grand Legislators', that is a legitimate strain of thought, there is no question that this varient of political organisation does promote peoples welfare but it weak, easily overthrown and attacked.

The Socialist Society is more mighty than the Socialist State.
