South Africa is #2 in this regard. I won't bother posting for all the African nations, but here is a sampling from UNESCO - Adult Illiteracy (per 1000 / 1994):


Zimbabwe: 14.9

South Africa: 18.2

Liberia (started by the US as a colony for repatriated former slaves): 61.7

Egypt: 48.6

Kenya: 21.9

Morocco: 56.3

Nigeria: 42.9

Sierra Leone: 68.6
