Perhaps they consider the capitalist mode of production to be the effect of its social relations. Meaning - that if you change the social relations you cannot have that which results from them.

They may think that you can remove, inhibit or alter the capitalist mode of production whilst keeping social relations the same (the 'liberal' approach) as one option, but that changing social relations as RD advocates requires a considerably different resultant mode of production.
