Since I do not have much information regarding the region, I cannot opine.

All I can really say (generally) is that socialism needs large-scale industry (productivity) in order to succeed---or a strong enough state to resist to close their economy to cheap capitalist goods. My opinions on 'some' capitalism you already know.

I wish the comrades south of the border there much luck.
