Not quite. It would seem the first choice of the belligerent, especially those armed with an appropriately revolutionary ideology. I would say, however, that violence, or rather, the threat of violence, acts as a fairly effective refuge for those who would wish to enjoy a bit of affluent 'exploitation'. Thus, my support for a strong American military.
