What earlier exchange?
The unions have been doing well, all things considered, besides how would you build from the bottom up without bottom based organisations like the unions?
The only alternatives are Statism (tried, failed) and Council Communism (A. if I wont join a union why will I join a council B. Councils being artifically constructed institutes).
