Well, as to rationing, people didn't like war-time rationing because it was *highly* restrictive, I would suspect that we could set quite a high bar on the ration, so as to be able to expect most people to not need to actual use their full ration entitlement up, say a cap of ten packs of bog-roll, to prevent people mass hoarding such things, but enough so people can still more or less freely take what they need, well, we'll decide such things at the time.

This assumes that a big enough group will be formed, and that would require it to establish a seperate interest...

No, since the revolution would be made by a determined majority, such actions would be met with resistance by the mejority who understand such local affairs can undermine the whole deal. Solidairity...you see...
