He might have to settle for a 'B' then.

The point I think was that they weren't 'bound' to happen in the same sense that a brick droppped is bound to fall. Shouldve made it clearer if that was the intent.

The evaluation given in the 1837 link does provide some evidence of government causality along with other factors. the major point was that private ownership and free trade was nopt 'at fault' here.
