Sounds like one of those libertarian-anarchist shell games to me. My suspicions are aroused by the lack of any information regarding the mode of production already in existence when this 'constitution' goes down, for one thing. Would you recommend such a democratic arrangement at each workforce? Any democratic arrangement on the workforce? This business of amassing votes like stocks is very suspicious. The 'highest representative rules'---as in representative singular? Considering the centralization of both industry and democracy at present, this scheme is probably just what's going on now.
