In super terrorism people get caught up in bombs and the like.
Remember nuclear fuel rods and highly irradiated water are transported on trains and if you have some terrorists willing to die or that don't know the risks it would not be to difficult to get hold of some.
It is amazingly lethel and has a huge area of effect.
What happens if you blow up a factory that has dioxin or the like as a by product. Nasty. one last point- DDT.
