Well I dont understand that explanation, is he saying that the state should only be used to bail capitalism out? If that's the case then I'm glad that someone is admitting capitalism cant manage on it's own, the actual quote is on an anti-libertarian page (try the search engine) that has a lot of real good quotes about how free marketeering is based on a dogmatic faith, anyway Friedmann was say there are instances when the state has to prodive certain products because there is no way they can be sold as usual.
