What is necessary learning

Basically, children need to learn how to be part of society. This includes such basics as courtesy, respect, cooperation etc...
These things are best learned from experience. Taking a manners class, for example, won't have much impact if the majority of your time is spent with people who are indifferent to such things(other children).


One thought is to have a citizen certification program where an individual becomes officially an adult with full participatory rights or whatever. This could be used to encourage independant study of whatever basics society desires.
