"at 69 cents, you'll scream"

Can anyone tell me what the composition of the cold white material in McD's "cones" is? I assume that it is not actually ice cream, since otherwise they would call it ice cream. Instead up on the board all they ever have is "cone -- soft serve". Sounds like the closest thing they can say to "soft ice cream cone" without running afoul of truth in advertising laws.

They also never mention the phrase "ice cream" in their ads. However, they cleverly advertised a special on the "cones" earlier this year with the phrase "at 69 cents, you'll scream" -- making the reader think of "ice cream" without actually saying it. Typical.
