the responsiblity for the ills that this causes lies with the government of those countries

They do it for the same reason cigarette companies for a long time insisted that cigarettes are not harmful, despite the fact they knew that everybody knew that they cause lung cancer.

Also - call me naive you wouldn't be the first - McDonalds don't and can't force any "developing" nations to sell them cash crops (for whatever reason this is bad), so the responsiblity for the ills that this causes lies with the government of those countries, rather than with McDonalds, surely.
