Little Caesar's Pizzas layoffs

In mid-July, Little Caesar's closed most of their Houston, TX, stores. Neither on-site (lower) management nor employees got any notice that they would all be jobless-- the managers were notified to show up for work one hour early, only to learn the bad news. How often does this heartless practice occur in the U.S.? Why can't we have laws like the ones that exist in the European Community, which give workers some job security?
