Not just surface waters either. Dumping or spillage of toxic waste to the ground results in seepage to underlying aquifers which supply a significant proportion of our water supply aswell as being the source of any springwater we consume. Groundwater pollution is a great deal harder to clean up, since you've got to actually get down there first, and when your water supply is actually within the rock this presents a bit of a problem. Needless to say the clean-up of groundwater pollution is the subject of a great deal of present day research.
