UNFAIR!!!

It is really unfair to know that there is a job waiting for you, but
you cannot get it because the owner operator is waiting for a go signle
from the regional office.

I, David Jolak, have been an assistant manager at McDonald's Kuwait since march 1996 till march 1998. I finished my contract in Kuwait and
came back to my home country, Lebanon. In Lebanon, I contacted the owner operator and asked him for a job. He delightedly accepted but
on the condition that the people in Dubai approve it also. I wondered
how could that be, and later I found out that my previous owner operator in Kuwait is affraid to lose the rest of the Lebanese managers
that he has employed and trained. The people in Dubai said that I have
to wait for at least one and a half years after I have finished my first contract so that I would be able to join McDonald's Lebanon.
I have never heard before that I need to spend one and a half years before I can be able to sign my second contract in Lebanon.

Please answer me because I want to know if they are right or if they are lying. And tell me who I should contact regarding my problem.
