Junior/Youth Wages

You know the system how a fifteen year old gets paid the minimum wage, and when they turn sixteen, they get a rise, and so on until they turn 20 or something? That's in place in most countries I believe. They initially put it in place so that young people could get employed, but now I see it as working against the 18 year olds. Who's going to want to employ an 18 year old when they can get a fifteen year old for less? Especially if they are applying for McDonald's or Kmart and neither has prior experience, they wouldn't employ an 18 year old just because they are more mature. I don't think that system works well.
