Certainly there are limits to the influence of the enviroment. Is behaviorism an attempt to manipulate society into a totalitarianist regime? I guess it could be used to that end, but I don't think that is what is intended here. Rather, I think the purpose is to inform individuals how they might change their enviroment and thus themselves and society to a lesser extent. I believe the rewards in this case would be mostly intrinsic(a sense of satisfaction, contentmen, etc..), and thus there would no real need to compete for limited rewards. It is within our current culture that the externals you mentioned are over emphasized.
