Thats whats happens currently where business and government collude to mutual benefit (and at cost to everyone else) by using government force to protect themselves from competent competitors, what the government gets is a pay off and more power. Its extremely difficuly, perhaps impossible, for a company to gain this alone. A whole raft of companies would have to join forces and try to impose a state - likely to result in a vast reduction in profits - known as a revolution.

The same power seeking dynamic is in no way precluded in any type of socialist society.
